Commodore,
This memorandum is an addendum to the pertinent log entries
regarding the Alfa 177 expedition, with recommendations for further action.
A.
Medical Assessments
Captain Kirk has returned to day-to-day duty but remains under medical observation. The clinical
assessment of Commander Leonard McCoy, MD is included in this report as
Attachment A. Dr. McCoy’s recommendation that the Captain have a complete
physical and psychological evaluation by an objective specialist is logical
given the circumstances. While the Captain appears to have been fully
reintegrated by the transporter, these circumstances have never been
encountered by any Starfleet vessel in the past century of transporter
operations.
Per Dr. McCoy’s assessment (Attachment B) of her physical
and mental state after the assault by the Captain’s negative alternate, Yeoman
Janice Rand should receive specialist trauma counseling at the soonest
opportunity.
B. Engineering
Assessments
The failure mode identified by Commander Montgomery Scott, Chief Engineer Officer, and myself (Attachment C) is a very rare occurrence, with a probability of 75.693
million to one. Included in Commander Scott’s report is a potential
modification to the transporter system that will mitigate this failure mode.
Nonetheless, the possibility of transporter failures generally should be taken into consideration for all deep-range exploration missions. I recommend that the Galileo-class
shuttlecraft be returned to service for all Starfleet vessels of the Constellation
class. If Enterprise had carried a shuttlecraft, the landing party led
by Lieutenant Sulu would have been rescued well before temperatures dropped to
a dangerous level.
C.
Personnel Recommendations
It does not
seem prudent that Yeoman Rand continue to serve under Captain Kirk’s command.
Any decision, positive or negative, the Captain may make regarding Yeoman Rand
has the potential to reflect poorly upon both of them. Captain Kirk is cognizant
of this and has delegated the matter to me.
Given the events relevant to this report, and a previous
sexual assault on her aboard this vessel (Stardates 1533.6-1533.9) I propose that a transfer off Enterprise
would be in Yeoman Rand's best interests. I have discussed the matter with Ms. Rand and she concurs.
Yeoman Rand’s service record is exemplary and this transfer should in no way reflect upon her performance as a member of
Starfleet. I personally would wholeheartedly recommend Yeoman Rand for any
posting of her choosing, or for any civilian opportunity she may choose to
pursue should she decide to leave Starfleet. The relevant personnel filings
have been entered and are copied here as Attachment D.
Lieutenant Hikaru Sulu’s actions on the surface of the planet are
especially noteworthy. Under life-threatening circumstances, the lieutenant
exercised a calm and rational command presence and demonstrated great
resourcefulness in keeping the rest of the landing party alive as temperatures
dropped to 75 degrees below zero. A recommendation that Lieutenant Sulu receive
the Starfleet Medal of Commendation is included in this report (Attachment E).

Commander,
Your memo of Stardate 1674.1 has been escalated to Starfleet
Command.
1) Enterprise is to return
to Starbase 11 immediately. Captain Kirk is to receive a complete physical and
psychological workup by Starbase 11 medical personnel.
2) An order has been issued for
all Constellation-class starships to proceed to the Starbase responsible
for their patrol sector at the earliest opportunity to receive a full
complement of Galileo-class shuttlecraft. Enterprise will receive
its shuttlecraft while at Starbase 11. Additionally, Chief Engineer Scott’s
transporter modifications have been validated by Starfleet Research and
Development and disseminated throughout the fleet.
3) Yeoman Rand is to be
transferred to Starbase 11 pending further reassignment or discharge as she
sees fit. Upon arrival she is to report to Sickbay to schedule counseling
services. Your evaluation of her performance has been noted and will be taken
into consideration.
4) Your
recommendation of Lieutenant Sulu for the Starfleet Medal of Commendation has
been approved. An award ceremony will be scheduled upon your arrival at
Starbase 11. In the meantime you may extend the lieutenant my congratulations.
The superior performance of the Enterprise crew in
dealing with this emergency has been noted. Congratulations on a job well done!
